31st Commemoration of the 1994 Genocide against the Tutsi in Rwanda

New Delhi, 13th July 2025: To mark the 31st Commemoration of the 1994 Genocide against the Tutsi in Rwanda a get together was planned by Her Excellency Jacqueline Mukangira, High Commissioner of Rwanda to India, at Hotel Andaz, New Delhi. The evening witnessed an impressive gathering of Ambassadors, High Commissioners, government officials, business leaders, cultural icons, and well-wishers of Rwanda.

Dr. Sandeep Marwah, President of Marwah Studios and Chair of the Indo Rwanda Film and Cultural Forum, personally wished H.E. Jacqueline Mukangira on this momentous occasion. He emphasized the importance of nurturing the vibrant relationship between India and Rwanda, especially through cultural diplomacy and artistic exchange. “Rwanda is a shining example of unity, resilience, and progressive vision. Through the Indo Rwanda Film and Cultural Forum, we are committed to deepening our bond by promoting cultural collaboration, student exchange, and artistic partnerships between our two great nations,” said Dr. Sandeep Marwah.

Her Excellency Jacqueline Mukangira, expressed her gratitude for the continued friendship and support Rwanda receives from the Indian community and diplomatic corps. “This celebration reflects the warm and enduring relationship between Rwanda and India. We are grateful for the support from partners like Dr. Sandeep Marwah and ICMEI, who continuously champion cultural engagement and people-to-people connectivity,” said High Commissioner Jacqueline Mukangira.

The event was not only a get together but also a reaffirmation of the growing Indo-Rwanda partnership, particularly in the fields of media, arts, education, and culture.

ICMEI Signed MOU With High Commission of Rwanda



New Delhi: A Memorandum of Understanding was signed between International Chamber of Media And Entertainment Industry and High Commission of Rwanda in India to develop and promote people to people relations through art and culture in India and Rwanda.

“It is a historical day that first ever arrangements of this kind has been executed between India and Rwanda where films, television, media, art, culture, environment, skill development, fashion, design, hospitality and tourism of both the countries will be promoted together under Indo Rwanda Film And Cultural Forum,” said Dr. Sandeep Marwah President of ICMEI and nominated Chair for Indo Rwanda Film And Cultural Forum while signing the memorandum.

“India and Rwanda are best friends. We are confident that we both together will be able to achieve our mission of bringing two countries much closer to each other under cultural diplomacy. We will support our best to create a better World for ourselves. We are honored and pleased to sign MOU with ICMEI in the areas of Culture, Film Industry, Arts, Fashion, Tourism and Media Management,” expressed H.E. Mrs Jacqueline Mukangira High Commissioner of Rwanda to India.

The event took place at High Commission and was attended by Rajiv Mathur Director ICMEI, Emile MWEPESI the Second Counsellor and Prosper IRAKOZE also the Second Counsellor of High Commission of Rwanda in India.

Jacqueline Mukangira Patron to Indo Rwanda Cultural Forum

Delhi: H.E. Mrs Jacqueline Mukangira the new High Commissioner of Republic of Rwanda to India has been presented with Patronship of Indo Rwanda Film And Cultural Forum in an event designed by International Chamber of Media And Entertainment Industry.

“ What a pleasure to present the Patronship of Indo Rwanda Film And Cultural Forum to H.E. Mrs Jacqueline Mukangira, the High Commissioner of Rwanda to India. We will be able to move fast in developing and promoting relations between the two countries who are already good friends. We hope we will touch the new heights under the guidance of Mrs Mukangira,” said Dr. Sandeep Marwah President of International Chamber of Media And Entertainment Industry presenting the memento to the first lady of Rwanda in India.

I am very well aware of the formation of IRFCF and its activities in India. We will soon sign up a memorandum of Understanding and will proceed towards the higher goals. I extend my thanks to ICMEI for taking deep interest in my country,” said H.E. Jacqueline Mukangira accepting the Patronship.

has done well so far,” said H.E. Mrs Jacqueline Mukangira High Commissioner of Rwanda to India while presenting the memento to Sandeep Marwah in a small event owing to the Pandemic.

“It is great pleasure and honour to receive such a prestigious award and appreciating from the High Commission of Rwanda, Ministry of External Affairs, Government of Rwanda for developing and promoting relations between the people of two countries through art and culture,” said Dr. Sandeep Marwah while receiving the appreciation.

ICMEI and Rwanda is going to sign a Memorandum of Understanding between the two to promote relations between two countries through different modes of art and culture including events related to films, television, radio, journalism, literature, environment, skill development, fashion, education and tourism

Indo Rwanda Cultural Forum Will Use New Strategy to Build Relations

New Delhi: The President of ICMEI- International Chamber of Media And Entertainment Industry Dr. Sandeep Marwah met H.E. Ms. Jacqueline Mukangira High Commissioner of Rwanda to India and briefed her about the activities of Indo Rwanda Film And Cultural Forum announced not very long ago.

“It was agreed to plan  a new strategy to develop and promote relation between India and Rwanda through films, television, media, art and culture. “The best way to promote relations is the cultural diplomacy. You must create space for others, you will find space for yourself too. We have always believed in that,” said Dr. Sandeep Marwah Chair for IRFCF.

“We are ready to cooperate to our best. Every country, every community are strongly tied together by an intricate tapestry of individual values, norms and a specific history, so to understand their culture is to understand them,” said H.E. Ms Jacqeline Mukangira High Commissioner of Rwanda to India.

National Day of Rwanda Celebrated at Marwah Studios

New Delhi: “I on behalf of ICMEI & Media and Entertainment Industry of India extend my heartiest congratulations to H.E. Jacqueline Mukangira High Commissioner of Rwanda to India and the people of Rwanda on the occasion of National Day of Rwanda, which falls on 4th of July. May the friendship between India and Rwanda flourish to next level,” said Dr. Sandeep Marwah President of Marwah Studios and IRFCF.

IRFCF- Indo Rwanda Film And Cultural Forum created by the Embassy of Rwanda in India and ICMEI has grown brick by brick. Few interesting events have taken place and many more are in the pipeline. IRFCF has already delved a scholarship to the deserving student to study cinema or related subject here in India at AAFT University of Media And Arts.

Indo Rwanda Film And Cultural Forum had been also partners with Global Festival of Journalism, Global Film Festival, Global Literary Festival and Global Fashion Week earlier. A festival of films from Rwanda could not be planned because of the social distancing and Covid 19 pandemic attack.

Noida: Dr. Sandeep Marwah President of International Chamber of Media And Entertainment Industry   and Chair for Indo Rwanda Film And Cultural Forum presented Patronship to H.E. Ernest Rwamucyo High Commissioner of Rwanda to India in a grand function at Noida Film City.

“It is great pleasure and honor for all of us to be blessed by the High Commissioner of Rwanda to India H.E. Ernest Rwamucyo as the Patron of Indo Rwanda Film And Cultural Forum. He will be a guide and advisor to all of us. We will be able to reach to our goals much faster under his guidance,” said Dr. Sandeep Marwah Presenting the memento to the High Commissioner.

Ernest Rwamucyo is now High Commissioner of Rwanda to India with additional charge of  Sri Lanka and Bangladesh. Before this He was nominated as High commissioner of Rwanda to the United Kingdom and Non-Resident Ambassador to Ireland.

Ernest Rwamucyo was earlier Advisor to Millennium Development Goals under United Nations Development Proramme and before that he was Director General For Economic Development Planning with Ministry of Finance and Planning Government of Rwanda.

Secretary General ICMEI Ashok Tyagi, Director AAFT School of Cinema Amir Abdullah, Supreme court Lawyer and filmmaker Anoop Bose, Supreme Court Lawyer and Writer Ashok Arora, Senior Cinematographer Ajay Sharma, Renowned Kathak exponent Anu Sinha, Former IAS Officer Tanvir Zafar Ali were also present there.

Noida: Renowned media person and founder of Noida Film City  Dr. Sandeep Marwah has been nominated by the Government of Rwanda as the Chair for newly constituted Cultural Forum.

“I feel honored in nominating Dr. Sandeep Marwah as the Chair for Indo Rwanda Film And Cultural Forum to develop and promote one to one relation between  the people of two countries. His vast experience in cultural diplomacy will support the cause,” said   H.E. Ernest Rwamucyo High Commissioner of Rwanda to India in a grand function at Noida Film City.

Sandeep Marwah is six times World Record Holder, He the Chancellor of AAFT University, Chief of The Scouts in India, Managing Director of National Federation of  Tourism And Transport Cooperatives India Limited, A well travelled International representative and Ambassador of many  Government schemes.

Noida: India would like to have best of the relations possible with Rwanda, the best way to develop and promote relations is   through art and culture,” said Dr. Sandeep Marwah President ICMEI-International Chamber of Media And Entertainment Industry at the inauguration of new committee on Rwanda.

 “I take this opportunity to inaugurate the first ever Indo Rwanda Film And Cultural Forum here at the convocation of AAFT. I also feel honored in nominating Dr. Sandeep Marwah as the Chairperson of the same,” said H.E. Ernest Rwamucyo High Commissioner of Rwanda to India.

A colorful poster was launched by the High Commissioner as the symbol of launching the forum along with distinguished people present on the occasion. Sandeep Marwah also presented Patronship of the forum to the High Commissioner

 Supreme court Lawyer and filmmaker Anoop Bose, Supreme Court Lawyer and Writer Ashok Arora, Senior Cinematographer Ajay Sharma, Renowned Kathak exponent Anu Sinha, Former IAS Officer Tanvir Zafar Ali were witness to this historical moment.

Noida: It was 103rd Convocation of trainees of Asian Academy of Film And Television and dignities   grace the occasion with their presence at Marwah Studios at Noida Film City.

“Punctuality, regularity, sincerity and dedication are four mantras of success. AAFT is confident about its education given to individual on personal basis. Enough has been taught to be successful in the industry,” said Dr. Sandeep Marwah President of Marwah Studios addressing the young trained professional of AAFT batch.

“All of you are lucky to be the part of this international institution. The deep thinking and high quality of education can take you to anywhere –Sky Is The Limit. I congratulate all of you on this auspicious day and wish you all the success,” said H.E. Ernest Rwamucyo High Commissioner of Republic of Rwanda to India at the convocation function of 103rd batch of AAFT.

“Love your profession and work hard, you will achieve what you want,” said Anu Sinha renowned Kathak Dancer. “Patience and regular practice will make you a perfect professional,” added Anoop Bose a well-known Lawyer from Supreme Court.

Tanvir Zafar Ali former IAS officer, Government of India, Ajay Sharma senior Cinematographer of many films and Ashok Arora   Lawyer Supreme Court and writer also spoke on the occasion.

More than hundred students received their prestigious diploma from AAFT in production Direction TV Journalism, Editing And Sound Recording, Acting And Presentation, Camera And Lighting Technics, Sound And Radio Production, Still Photography, Screen Writing etc.
